Motoshi Sekine attracted attention for his personal presence and activities in the 1990s when he appeared in the documentary film Mahiru no Hoshi (directed by Makoto Sato, 1998) as a young employee of Kobo Kai, which showed his innovative sensitivity and appearance as a welfare facility staff member. Involved in the establishment of the social welfare facility Kobo Kai in 1992.he has done pioneering work in supporting art by people with disabilities to the public since the 1990s and has done so with a sense of style and always with fair compensation.

In 1992, Motoshi Sekine was involved in the establishment of Kobo-Kai, a welfare institution and creative space for people with disabilities, and since the 1990s he has discovered the artistic appeal of the creations of people with disabilities and has worked to bring them into the world with a stylish sense of style, including creating just compensation and recognition in general society as works of art and products. He has been a pioneer in the field of creative work by people with disabilities.
